Clearbrook City Council meeting July 13

The Clearbrook City Council met in regular session on Monday, July 13.

The minutes of the June 8 meeting were approved.

Ryan Grow, Clearbrook-Gonvick Superintendent was at the meeting to inform them of an issue that will be on the November Ballot for voting. It has to do with Permanent School Funds that was formed in 1850. Money was set aside to support public primary and secondary education. These funds are generated from state-owned public lands, natural resource revenues like timber, iron ore, and oil/gas royalties. There is 2.3 billion in the fund that would be distributed to school districts by the per pupil unit. It would go from 2.5% to 4.5% for the school districts if the ballot passes. That amount for the Clearbrook-Gonvick District would be about $32,000.  Voters have to vote on it to change the structure of the school fund. It does not involve any new taxes and if you do not answer the question, it will be taken as a NO vote. If it does not pass the money will be doled out at the same rate as previous. There will still be money available for the next years at the new rate.

Kevin Prosser, updated the council on the building project. Dirt work was to start this week with Ehlers. The plan has been approved by the state plan. The council was to decide what colors to be selected for the siding and roof.  

Police Report from Ryan Solee included 48 records. They were: 911  Hang Up 2; Animal Related 6; Court Order Violation 3; Crimes Against Family 3; Disturbance 3; Fraud 1; Information Only 9; Juvenile Misc. 3; Medical 5; Motor Vehicle Crash 1; Parking Complaint 1; Suspicious Activity 1; Theft 2; Traffic Complaint 1; Traffic Stop 3; Vehicle Lock Out 3; Warrant – Attempt to arrest 1; Welfare Check 1. Two years ago he received a grant for a speed radar sign. It will be placed by the Drive In. It will be run on batteries which will be replaced by a miscellaneous fund that he has. They are half done with the budget for this year and everything is online. He sold some excess abandoned property and used it for training rounds.

Ryan Rude, the Clearbrook Fire Department Chief, gave his report. There were 11 calls in June that included Medical 6; Meeting 1; Vehicle Accident 2; Work/Training Night 1 and Life Asist 1; They attended three different parades int eh area at Debs, Gully and Gonvick. Dennis from Grand Forks Fire Equipment will be there on Monday, July 20th to train the department on using the new SCBA’s. A Self-Contained Breathing Apparatus is equipment used by firefighters to carry a safe supply of breathable air.

Karra Weems report on the Clearbrook Municipal was given. They had a profit in June of $18,859.56. The air conditioner has made a huge difference. There will be no Karaoke in July or August. They are planning a Memorial for Tom Sumner on August 15.

Utilities & Maintenance with Mark Snobl and Nick Rankin. Rubin Construction will be in Clearbrook to go over the last of the punch list. The contract proceeds will be sent to SureTec Insurance to pay off any that needs to be done. Terry Myers from Team Labs will be coming to survey the ponds to check the depth of each one and to take samples. To get the three done would be $2,000. Otter Tail has been there to get the new town siren going. It is being put up near the water treatment plant where there is a generator.

Lucie Thompson City Clerk gave her report… Kloster Park improvements have been made. They have torn down the fences and Bjerke Sod has donated grass for the infield. Andrew Lundmark donated Black Dirt and Matt Larson took care of the dugout. Gustafson and Goudge will be taking out the stump.  The survey that they had wanted to see the boundary of the ball fields won’t be done until later in August.  They have received a lot of compliments on how nice the fields have been looking.

The council passed a motion to accept from Charps the proposal  to purchase 3.4 acres of land located within the City of Clearbrook Industrial Park for the amount of $7,500. They want the acreage to support future operational needs.

The estimate from Aquascapes Pool Installs and Backyard Designs from Bemidji was approved for $44,500.00. That includes Labor and Materials to install 70 mil Renolit pvc membrane in the entire pool. Cost for labor and material to repair pool before Renolit install was $5,350.00 for a total of $54,850.00. The pool heater has not been working properly and parts have been ordered. With the warm temperature it was not necessary for the heater. All the chemicals are good.

They passed Resolution 2026-11 with the approval of donations that included: $50.00 from Donna Rae Jacobson to restore music on Main Street; $125.00 from cash donations for music on Main Street; $20,000.00 from the Clearbrook Community Club for the Clearbrook Community Pool and $200.00 from Holst Township for the Clearbrook-Gonvick Summer Rec Program.

Monthly Claims of $189,078.94 and Additional Claims of $168,595.98 were approved.
