Gonvick City Council meeting

The Gonvick City Council had Logan LeClaire, the Emergency Management Director and Veterans Service officer for the county as the visitor in the open forum. He is new to the Emergency Management position and he has been meeting with all the police and fire departments in the county to see what his office can do in case of an emergency. 
Six residents were in attendance with their concerns about the city. They were wondering if the city could mow lawns that are not kept up and put the charge of that on their tax bill. The city can't do that. Maybe a reminder to residents with their monthly bills to try and not mow grass into the streets. That will eventually clog up the sewer system. 
They wanted to know if spraying for weeds had been done in the city. Some had been done but it has been too wet.
They also wanted to know why everything was not picked up right away on the city wide clean-up, The land fill could not take everything as all towns  were having their clean-up the same time. They also have to sort the stuff from the pickups and trailers for delivery to the land fill north of Bagley.
Ryan Solee gave his police report with 15 total records. They included Animal Related 1; Burglary 1; City Ordinance 6; Civil Complaint 1; Harassment 1; Information Only 1; Lost/fount Property 1; Medical 1; Traffic Stop 1. 
Cody Rude with the Gonvick Fire Department gave his report for the month. They had 8 medical calls, 2 meetings, 2 grass fires, 2 work night, 1 structure fire, 1 spring fund raiser and 1 burn in Gully. By the time they were ready for burning in Gonvick it was too wet.
Maintenance issues
A question on when the decals would be added to the new pickup that had been donated by Enbridge. They are being worked on and they should hear in the near future.
The motor grader will be kept but it does need new brakes. They had thought to put it up for sale but it is needed at times.
There are two items that the council asked that the maintenance department get done as soon as possible The burn pile needs to be taken care of and a storm sewer repair near the Gonvick Legion needs to be done. 
The council passed the estimate from TS Excavating to do the work. That would include a 12" SDR 3.5 PVC pipe, haul the spoil, concrete, labor and black top to replace after the installation. Work would be done by Thomas Stenzel for $1,735.82.
Dan Johnson submitted the time for the past two and a half months that he has to be at the sewer plant as the run off of water has to be monitored frequently in the storm sewers.
Misc issues
Delinquent accounts were taken care of. The Legion Liquor License was renewed and the audit report was received from Miller McDonald.
The journal entries were approved and the expenditures which included $4,967.58 for water and sewer; $17,477.30 for General and $38,744.93 for fire for a total of $61,189.81.
The council  then adjourned to the community room for a city Executive Critical Incident training put on by the Clearbrook-Gonvick Police Department and Adam Gunderson.
The purpose of the training was educational to discuss the duties of officers. There were video virtual reality type scenarios that police encounter during their hours of service. They were asked what they would do if they were in those type of situations.
