City council approves building permit for Gustafson and Goudge

The Clearbrook City Council approve the Building Permit number 2024-1 for Gustafson and Goudge at their meeting on Monday, April 8. Work to be done at the old Good Samaritan Center with windows being taken out and holes boarded up in preparation for the demolition. Asbestos is being checked. Jeff Jorgenson will be doing the work and taking away the debris.  One question was asked of Mayor Dylan Goudge, who abstained from the vote, what about the bricks in the building. He stated that was up to Jorgenson with the demolition.  You will notice work taken shape in the next few weeks.
John Eggerts had information on a goal for 100% graduation rate in area school districts. He had area rates for Clearbrook-Gonvick at 80 to 90%. The total Minnesota graduation rate for students who earn a diploma is 83.3%. Bemidji Area school graduate rate is 77.2%. Students who have questions are urged to call 218-444-STAY. Students who get involved in extra activities are more than likely to graduate.
Bonnie Engen spoke for the All-School Reunion 2025 group on the plans that they have made.  The dates have been set for June 25 to June 28, 2025. The group first met in November. They plan to send out a business letter for support of the reunion with different sponsor levels. They need to get street vendors lined up as they fill up soon. The budget that was left over from last time when they were not able to have a reunion was $12,000 The next meeting will be April 30 at 6:30 at the Legion in the Community Center. Anyone is welcome to come with their ideas.
Chief of Police Ryan Solee gave his report. He will be giving out animal citations and blight letters have been sent out. There were 37 total records for the month. They included: 911 Hang Up 1; Animal Related 1; City Ordinance 1; Domestic 1; Extra Patrol 1; Harassment 2; Information Only 2; Medical 5; Motor Vehicle Crash 1; Noise Complaint 1; Predator Offender Registration 1; Runaway 1; Sexual Conduct 1; Test 1; Theft 1; Threats 1; Traffic Stops 7; Vehicle Lock Out 2; Warrant Attempt to Arrest 1.
Clearbrook Fire Department report had 13 calls in March. They included Medical 8; Meeting 1; Structure Fire 1 assisted Gonvick with mutual aid; Grass Fire 1; Training 1 and Work Night 1. Four members will be going to Moorhead for training. A reminder that their fish fry is Friday, April 22.
Karra Weems, Manager of the Municipal Liquor Store had a profit of $7,050.19. The only bid that they received to remodel the bathrooms was very high. It was recommended that she get another one. 
Pool Update was given by Ryan Solee. They are looking at the controller as there is still some leakage of water. His license expires in May. They paid Bemidji $300 for a load of chemicals for the pool for May.
Utilities and Maintenance with Mark Snoble and Nick Rankin. They have had a pre-construction meeting for the water plant. Plans were to move the plant back 28 feet. Reasons as it was near the playground but cost for that would be $35,800 and the two wanted to get new numbers and another meeting on the project. 
City Clerk Lucie Thompson brought up the Credit card Processor which would save them money in processing cards. A reminder to city residents was put in the bills for the month reminding them of the Spring Clean-up for May 6 to May 13, 2024.
Resolution for donations was approved. Clearbrook Community Club donated $4,000 to the Youth for Transportation (bus) costs for the JH Boston Trip. Clearbrook Community Club donated $754.59 to the Clearbrook-Gonvick Boys Basketball Shirts. Elisah & Mark Breetz donation $50 to the Clearbrook Fire Department in Memory of Vic Thompson.
RV and Tent Camping Rates resolution 2024-04 was set for the year at the same rate as last year. RV site $25 per day, $150 per week and $450 per month, only if paid before the beginning of the month. Tent sites at $10 per day.
Presentation of claims with $93,524.20 for monthly and $103,309.43 for additional was approved.
